I found my problem. I was running setup from the zip explorer window. After moving the setup.exe file to another folder it ran and installed the addin. I saw the new toolbar in Excel.

Without being able to replicate the error it is impossible to debug it. I am afraid all I can do is assure you that thousands of user have managed to get XLC up and running. Sorry I can't be more helpful.
