I do not know the BTH-1-2005 document that you refer to. The only related calculation to lug design is Clevis and lug design V0001.xls. This is a calculation for stress concentration effects at a pin and clevis joint, taken from Peterson's.

I was thinking about updating this to include the basic static strength design of lugs. I'll probably do this over the next couple of weeks.
