Does anyone know of a spreadsheet that aids in designing anchor bolts for a chimney stack to a foundation? The bolts are in a large cicular patern so it should be able to provide bolt tension.

I think if you use the Search ExcelCalcs box at the top left hand side of the site with the work "bolt" it will return a number of calculations which I think will be of help:

Try one of Alex Tomanovich's spreadsheet (all his work is brilliant): http://www.excelcalcs.com/repository/Machines/Bolts-and-Threads/BOLTGRP.xls/

Probably the worksheet call "Bolt Group(<=25)" will be of use. Cell AE29 shows how to arrange a circular pattern of bolts. I hope this does the trick.
